The Annotated Constitution of the Kingdom of Cambodia is the first publication to annotate the articles of the Constitution of the Kingdom of Cambodia of 1993. It does not offer academic commentary. Instead, it annotates articles of the Constitution directly with the analysis and interpretation of the Cambodian Constitutional Council, drawing upon its decisions from 28 April 1999 to 12 August 2015.

The Khmer jurisprudence covers many of the Constitution’s major themes, including sovereignty, the King’s power, rights and duties of Khmer citizens, and the nature of the Government’s core institutions.

The Annotated Constitution also includes, as comparative references, recommendations and decisions from judges and legal experts from select international jurisdictions. The jurisdictions included in this First Edition are bodies interpreting the French constitution; United Nations treaty bodies (the Human Right Committee, the Committee on Economic, Social and Cultural Rights, and the Committee on the Elimination of Discrimination against Women); and the European Court of Human Rights.

The Annotated Constitution aims to serve as a reference tool for legal practitioners, researchers and the general public, and to strengthen legal certainty, a culture of legal analysis, and rule of law in Cambodia.
